A feasibility study has confirmed a hardwood engineered timber plant in south west Victoria stacks up. Before you read anything into it about timber pricing, it is worth knowing which timber market it actually sits in.
A feasibility study released last week found that a hardwood engineered timber plant near Portland in south west Victoria is commercially and technically viable. If it is built, it would take plantation bluegum that is currently chipped and shipped offshore, and turn it into structural beams.
What it would not do is change what you pay for wall frames and roof trusses.
That distinction is worth getting straight early, because the two timber markets involved here behave very differently, and a lot of the coverage has run them together.
What the study actually covers
The Hardwood Timber Manufacturing Hub feasibility study was released on Thursday 23 July at an event in Portland, where Member for Western Victoria Jacinta Ermacora announced its completion alongside Glenelg Shire Mayor Karen Stephens and project partners. The work was led by the Green Triangle Forest Industries Hub and delivered by consultancy IndustryEdge, paid for with more than $500,000 from the Victorian Government’s Portland Diversification Fund.
According to the project group, the study backs a 35 hectare site running 300,000 tonnes of logs a year through a log yard, sawmill, drying kilns and a glulam line, with an on site biomass plant supplying the facility’s heat. At capacity it would produce around 52,000 cubic metres of glue laminated timber annually, plus sawn hardwood, finger jointed timber and 180,000 tonnes of woodchips. Stage one is put at more than $200 million in investment and 74 ongoing jobs.
The Precinct, the group behind the project, describes phase one as having built an investment case. That is the right way to read this. A feasibility study is a document saying a thing could work. It is not a funded project.
Glulam is only the first of three stages. Stage two would add a laminated veneer lumber line. Stage three would manufacture components for prefabricated homes. Developed in full, the group projects 280 ongoing roles, more than one million tonnes of plantation timber processed each year, and building components for 20,000 homes annually.
Those later figures are proponent projections attached to stages that have not been through feasibility yet. The full Precinct feasibility is due in 2027.
Beams, not framing
Here is the part that matters most if you specify timber.
The product at the centre of this is structural glulam made from Eucalyptus globulus, or bluegum. It is a beam and post product. It competes with imported glulam, with laminated veneer lumber, and with steel in some applications. It does not compete with the MGP graded radiata pine that goes into wall frames and trusses.
Australian framing timber is almost entirely softwood plantation product from a separate supply chain, with its own mills, its own log supply and its own pricing dynamics. Nothing in the Portland proposal touches it.
So if the plant is built, the practical effect for a residential builder is a domestic option for beams currently sourced offshore. That is genuinely useful. It is not framing relief.
The import position, with the actual numbers
The import argument behind the project is real. It is worth seeing the size of it properly.
ABARES data shows Australia imported $6.8 billion worth of wood products in 2024 to 2025 and exported $2.9 billion, a gap of roughly $3.9 billion. Total merchandise trade in forest and wood products reached $9.7 billion. Australia has been a substantial net importer for a long time, and engineered products including glulam, LVL and structural plywood make up part of that bill.
The proponents put the annual value of Australian glulam imports this plant could displace at around $70 million. Against a $6.8 billion import bill, that is a narrow slice, and it is a proponent figure rather than an independently published statistic. It matters most as a signal about where domestic manufacturing capability is missing, not as a fix for import dependence generally.
There is a counterweight worth knowing too. ABARES modelling on Australian wood volumes found domestic demand for structural softwood sawnwood may grow by as much as 50 per cent by 2050, while domestic softwood sawlog availability is expected to rise around 70 per cent over the same period, reaching the largest volume on record. The same analysis makes the point that import access is useful, because it lets the market absorb spikes in domestic demand rather than leaving builders short.
Imports are not purely a vulnerability. They are also the release valve that has kept structural timber landing on site during demand surges.
The gap this actually fills
The stronger case for Portland is not import substitution in general. It is that Victoria removed a hardwood resource and has not replaced it.
Commercial native timber harvesting in Victoria’s state forests ended on 1 January 2024, and VicForests was wound up on 30 June 2024. That took structural hardwood out of the domestic supply picture, and the study argues it pushed demand further toward imported product.
Meanwhile the Green Triangle grows a large hardwood plantation estate that is mostly chipped and exported as pulp. The proposition is to move that fibre up the value chain rather than shipping it out at commodity prices. WTIBeam, working with Australian Bluegum Plantations and OneFortyOne, has already produced a structural GL24 glulam from bluegum, and it is in the market now. The plant would be about making it at industrial scale.
That is a coherent industrial logic, and it is why the project has attracted government money at two levels.
The building code is not the obstacle
One thing builders sometimes assume about mid rise timber is that the regulations are the blocker. They are not.
Under NCC 2025, fire protected timber can be used wherever an element is required to be non combustible, in buildings with an effective height of not more than 25 metres, provided the building is sprinklered throughout, cavity insulation is non combustible and cavity barriers are installed. That covers roughly eight storeys, and it has existed as a deemed to satisfy compliance pathway in one form or another since 2016.
The constraint on domestic engineered timber has been supply, price and specification confidence, not permission. A Portland plant would address the first of those. On its own, it would not address the other two.
What is still missing
Capital.
More than $200 million in stage one investment has no named investor attached to it. The next tranche of work is funded, with $1.75 million from the Victorian Government plus support from Australian Forest and Wood Innovations and further Commonwealth contributions. Laminated veneer lumber production trials are due to start in August, and a hardwood peeling trial is already underway.
That is real progress on the research pathway. It is a long way from a construction start.
Australian construction has a long history of announced processing facilities that cleared feasibility and never reached financial close. This one may well get there. It has the resource, port access, government backing, a proven product and named industry partners. But the honest position today is that the study is complete and the plant is not funded.
What builders can do with this
Not much this month, and that is fine. Not every story demands an action.
Three things are worth carrying forward.
If you specify glulam, there is already an Australian bluegum GL24 option in the market through WTIBeam. That is available now, independent of whether Portland is ever built, and it is a straightforward conversation to have with your supplier on the next job carrying exposed or structural beams.
If you work in mid rise residential, the code pathway to 25 metres already exists. The reason more projects do not use it is commercial, not regulatory. Domestic supply improving would shift that calculation.
And if you are reading headlines about this project as a signal on framing timber prices, it is not one. For that, watch softwood sawlog supply and housing commencements. ABARES reported 179,000 dwelling commencements in 2024 to 2025, up 11.9 per cent, and structural softwood import volumes track new house commencements closely. That relationship is the one that shows up in your material pricing.
What happens next
The full Precinct feasibility lands in 2027. LVL trials start next month. Whether any of it becomes a plant depends on a funding partner nobody has named yet.
For now, this is a well documented case that a piece of Australian manufacturing capability should exist. It is not yet evidence that it will.

THE GOOD BUILDER TAKE
Feasibility studies are the easiest part of building a factory. The hard part is the cheque.
There is a genuine gap here. Victoria closed its native hardwood supply, the Green Triangle grows hardwood it mostly exports as woodchip, and Australia buys engineered beams from overseas. Joining those three facts up is sensible industrial policy and the work behind it looks solid.
But the value of a story like this to a builder is in reading it accurately. This is a beam project, not a framing project. It is a study, not a plant. And the number that decides whether it happens is not the 74 jobs or the 52,000 cubic metres. It is the $200 million that has no name against it yet.
Worth watching. Not worth planning around.
