Modular and prefabricated construction is a $150 billion global industry and growing at 7 percent a year. Hong Kong is mandating it on public housing. Japan is using it to offset an ageing workforce. Canada is funding it at scale. Australia is still deciding.

At some point, the conversation about modular construction has to shift from potential to performance.

The technology is not new. The case for it is well-established. Research consistently shows modular methods deliver a 40 percent time advantage over traditional construction and can produce up to 20 percent cost savings through reduced labour hours and waste. Factory-controlled production slashes material waste by 50 to 90 percent compared with site-based building. The quality argument, once the strongest objection, has been largely answered by two decades of improving manufacturing and engineering practice.

And yet in most markets, the adoption conversation keeps circling back to the same place: not quite ready, not quite proven, not quite mainstream.

That is no longer a defensible characterisation. The global prefabricated house market reached an estimated $153 billion in 2026, up more than 7 percent from the prior year. The sector is growing because the problems it solves, labour shortages, delivery speed, cost pressure, and sustainability requirements, are not going away.

What is happening in Hong Kong

Hong Kong’s Housing Authority has mandated the application of Modular Integrated Construction, or MiC, across its public housing program as a standard delivery method. The policy is not a pilot. It is a requirement.

The rationale is straightforward. Hong Kong has a significant public housing waiting list, a constrained development environment, and a government committed to delivering 172,000 public housing units over five years. Building those homes faster and more predictably requires methods that do not depend on the variable availability of on-site labour.

The Housing Authority has partnered with research institutions including the Hong Kong Centre for Construction Robotics to promote application and development of innovative construction technologies alongside the MiC rollout. Digital management platforms integrating Building Information Modelling and Geographic Information Systems have been implemented across active construction sites, with plans to expand them to all new public housing developments.

What is happening in Europe

The Energiesprong programme, operating primarily across Germany, the Netherlands, France, and the UK, represents one of the most compelling applications of modular construction principles in an existing building context.

Rather than demolishing and rebuilding, Energiesprong uses prefabricated facade and roof panels to wrap existing structures with new, high-performance envelopes. Entire facades can be manufactured offsite and installed in a matter of days. The approach decarbonises the existing housing stock while dramatically reducing the disruption and cost of conventional retrofit.

In the Netherlands, which is running a housing shortage alongside a decarbonisation mandate, modular retrofit has become a serious policy instrument rather than a demonstration project. In Germany, where the construction sector is in a prolonged downturn and skilled worker shortages are severe, interest in factory-based methods is growing out of necessity rather than enthusiasm.

What is happening in Canada

Canada’s Build Canada Homes initiative, backed by $25 billion in financing specifically allocated to prefabricated home builders, represents the most explicit government endorsement of modular construction as a housing supply strategy in a major Western economy.

The RBC research that informed the policy development found that modular construction’s primary constraint in Canada is not technical. It is financial. The financing structures for modular homes differ from those for traditional construction in ways that create friction in the lending market, and manufacturers have struggled to access the capital needed to build factory capacity at scale.

The government’s decision to address both the financing constraint and the demand signal simultaneously, by becoming a major buyer of modular housing while funding factory expansion, is a structural intervention designed to overcome the chicken-and-egg problem that has slowed modular adoption in most markets. Without volume, manufacturers cannot justify investment. Without manufacturer scale, costs do not fall. Without lower costs, volume cannot grow.

The primary constraint on modular construction growth is not technical. It is financial. Most markets have not yet created the financing structures and demand signals that allow the sector to achieve scale.

The technology behind the growth

The modular construction sector in 2026 is not the modular construction of 20 years ago. Manufacturing processes have been transformed by automation, robotics, and digital design tools. Building Information Modelling platforms allow architects and engineers to design structures that are optimised for factory production from the outset, rather than adapting traditional designs for an offsite process.

Smart systems integrating the Internet of Things are being embedded in modular buildings at the design stage, rather than retrofitted later. Improved insulation, energy-efficient mechanical systems, and renewable energy integration are becoming standard features rather than premium options.

Design for Manufacture and Assembly, known as DfMA, and kit-of-parts approaches that allow mass customisation are expanding the typological range of modular construction from low-rise residential to complex multi-storey and mixed-use developments. The Zyrex construction robot, developed by RIC Robotics, is a 20-foot autonomous machine capable of heavy demolition and precision trades work, with prototype deployment expected in 2026. Bricklaying robots, automated rebar tying systems, and AI-driven site management platforms are all moving from demonstration to operational deployment.

Where Australia sits

Australia’s modular construction sector exists and is growing. There are credible manufacturers, proven projects, and a body of evidence that the method works. The disaster housing stockpile concept proposed by JMB Modular Buildings, which The Good Builder has covered previously, represents exactly the kind of strategic thinking about modular deployment at scale that the sector needs.

The constraint is familiar: financing structures that do not accommodate modular builds easily, a building code that defaults toward traditional construction paths, and a market culture that still treats modular as a niche rather than a mainstream delivery method.

Hong Kong mandated the change. Canada funded it. Europe is scaling it through necessity. The question for Australia is how long it waits before the combination of labour shortages, cost pressure, and housing demand makes the same answer unavoidable.

The modular conversation in Australia is real, but it is moving slowly against a global backdrop where other markets are making structural commitments. The technology works. The economics work at scale. The barriers that remain are financing, code, and culture, all of which are changeable. The question is whether the industry and government get ahead of those barriers while the window is still open.
