Luxury Melbourne developer Coff Property has secured its second fast-tracked planning approval in less than a year, unlocking another major tranche of high-end townhouse construction across the city’s inner suburbs. The green light for a $30 million project in Elsternwick follows just five months after submission, continuing a pattern of unusually swift outcomes for the design-driven group.

It mirrors the developer’s standout Prahran project, Chomley Terraces, which achieved its planning permit in seven months and has surged ahead with construction and early sales. Together, the two townhouse communities represent more than $75 million in combined development activity, a significant injection into a market that has recently shown renewed confidence.

A Second Fast Approval Signals Momentum

The newly approved Elsternwick project builds on Coff Property’s growing reputation for working collaboratively with councils and design partners to achieve efficient planning outcomes. The 10-residence community, designed by Melbourne architecture studio Cera Stribley, was approved after just five months, a timeline that stands out in an environment where medium-density applications often experience drawn-out assessment periods.

Managing Director Adam Coff says the milestone reflects an alignment between strong design, an experienced consultant team and responsive engagement with local planners.

“For Elsternwick, we worked closely with council and our consultant team, led by Cera Stribley, to achieve a strong planning outcome,” Coff said. “The design responds thoughtfully to the existing streetscape and heritage elements, while delivering a premium living experience for future residents.”

Premium Living with a Sustainability Focus

The Elsternwick townhouses will offer a modern take on luxury suburban living. Each double-level residence includes:

  • Private garage
  • Internal lift
  • Large rooftop terrace with integrated greenery
  • Three or four bedrooms plus a dedicated study
  • City views
  • Advanced security systems, including number-plate recognition technology

Cera Stribley’s design philosophy seeks to balance contemporary architectural expression with sensitivity to neighbourhood character, an increasingly important factor in Melbourne’s inner-suburban planning environment.

The project’s integration of sustainability features and high-quality materials aligns with the developer’s broader strategy to deliver efficient, long-lasting homes that appeal to downsizers, professionals and families wanting access to established suburbs.

Prahran Success Underpins Confidence

Coff Property’s previous development, Chomley Terraces in Prahran, has already demonstrated strong buyer appetite for architecturally considered townhouse living. The 17-residence project sold a third of its homes within the first two months, securing premium sale prices between $3 million and $4 million.

The success has been attributed to a combination of design quality, build calibre and market timing. Construction is now underway with Balmain & Co., an award-winning Master Builder chosen to deliver the high-end architectural detail and finishes that underpin the project’s positioning.

“We’ve had an incredible response to Chomley Terraces,” Coff said. “The mix of design, quality and functionality we’re delivering is resonating across a range of buyers, from young professionals to downsizers.”

Market Conditions Strengthen the Outlook

The dual project momentum arrives at a time when Melbourne’s housing market is gaining strength. According to the PropTrack Home Price Index, dwelling values rose 1.4 per cent in the September quarter and 3.51 per cent since January, reflecting improving sentiment, constrained supply and renewed buyer interest in high-quality, well-located homes.

For townhouse developers, particularly those operating in premium inner-suburban markets, demand remains resilient. Limited new supply, demographic shifts, and the increasing appeal of low-maintenance architectural living continue to support the segment.

Coff Property’s focus on boutique scale, design excellence and tightly held suburbs places the group in a favourable position as the market enters a more stable phase.

Strengthening Capital Partnerships

The Elsternwick development will be delivered in partnership with Monark, a specialist real estate capital provider with approximately $2 billion in managed funds. This marks the second collaboration between the two groups.

The joint venture reflects growing institutional interest in medium-density residential, particularly in prime Melbourne locations where demand consistently outstrips supply. For Coff Property, the partnership provides additional capital depth and the ability to accelerate its pipeline of design-led projects.
