The Cook Government has opened two new Calls for Submissions aimed at accelerating the delivery of social and affordable housing across Western Australia, inviting builders, developers, and community housing providers to partner with the State on new housing supply.

The initiative forms part of the State Government’s record $6.3 billion investment in housing and homelessness measures since 2021, with a clear focus on projects that are ready to move quickly from approval to construction.

Focus on shovel-ready, value-for-money projects

The first call, the Call for Submissions for Social and Affordable Housing (CFS-SAH), is open to builders and developers of all sizes. It seeks proposals for apartment and grouped dwelling developments that can contribute directly to social and affordable housing supply.

According to the Government, priority will be given to projects that:

  • Demonstrate strong value for money
  • Focus on one and two-bedroom dwellings
  • Already have development approval in place
  • Have a builder engaged and ready to commence construction

Projects that incorporate innovation and sustainable development initiatives will also be highly regarded, reflecting a broader push to improve both delivery speed and long-term housing performance.

Submissions under the CFS-SAH will be lodged with the Housing Authority and will remain open until 28 January 2027, providing a multi-year pipeline opportunity for industry participants.

Expanded role for community housing providers

Running alongside the developer and builder stream is a separate Call for Submissions from Community Housing Providers (CFS-CHP). This framework is designed to strengthen collaboration between the State and registered community housing providers in delivering housing options for vulnerable Western Australians.

Priority consideration will be given to submissions that align with Housing Australia Future Fund Round 3 parameters, signalling an intent to coordinate State and Federal housing objectives where possible.

State support under the CFS-CHP will be negotiated on a case-by-case basis and may include:

  • Capital grant funding
  • Land leases
  • Land contributions

Like the CFS-SAH, submissions for the CFS-CHP will remain open until 28 January 2027, allowing flexibility for staged and partnership-based delivery models.

Government positions collaboration as key reform

Housing and Works Minister John Carey said the dual submission process is intended to open the door to deeper collaboration between government, private industry, and the community housing sector.

“These two Calls for Submissions open the door for builders, developers, and community housing providers to partner with the State Government to deliver more social and affordable homes right across WA,” Carey said.

“By working with private industry and community housing, we can accelerate delivery, unlock new sites, and explore innovative models to increase supply for vulnerable Western Australians.”

The Minister described the process as a key reform to social housing procurement, designed to help translate the State’s record housing investment into tangible, on-the-ground outcomes.

What it means for builders and developers

For builders and developers operating in Western Australia, the extended submission window and emphasis on development-approved, construction-ready projects presents an opportunity to engage with government-backed housing delivery in a more structured and predictable way.

Rather than one-off funding rounds, the open submission framework creates an ongoing pathway for projects that meet the State’s criteria, particularly those able to deliver smaller, well-designed dwellings efficiently.

As housing supply pressures continue across the State, the success of these calls is likely to depend on how effectively industry can mobilise approved sites, manage costs, and deliver housing at pace while maintaining quality and long-term value.
