In July 2022, a “1,000-year flood” devastated large parts of Eastern Kentucky. Rainfall of up to eight inches in 24 hours sent walls of water through towns like Jenkins and across Letcher County. Homes, schools, roads, and long-standing community spaces were destroyed. Thousands were displaced. Some never returned.

Already battling decades of economic decline following the collapse of the coal industry, the region found itself facing a second crisis: how to rebuild safely, affordably, and in a way that protects communities from future events.

Kentucky Governor Andy Beshear’s Higher Ground Initiative, supported by leaders like Mayor Todd DePriest (City of Jenkins) and Judge Executive Terry Adams (Letcher County), has become the driving force behind a new approach. Instead of rebuilding in flood zones, entire communities are being relocated to elevated land and re-established with more resilient infrastructure.

The challenge: traditional construction methods cannot deliver the speed, durability, or long-term resilience required.
