Prefab Homes: A Fast-Track Solution for Housing Shortages

South Australia is taking decisive action on the housing crisis with the launch of a tender for 120 turn-key homes built using prefabricated construction techniques. Under the pilot project, entire homes—or key components such as floors, walls and roof panels—will be manufactured off-site and assembled at both regional and metropolitan locations.

The goal? Cut construction times while maintaining high quality and design standards. Prefabricated housing offers an opportunity to deliver homes faster and at a lower cost compared to traditional builds—something the South Australian Government says is critical for solving the state’s housing shortage.

Premier Peter Malinauskas stated:

“My Government has left no stone unturned in our pursuit of fixing the housing crisis… Prefabricated housing provides an opportunity to deliver more high-quality homes to more South Australians more quickly.”



Why This Matters for the Industry

The announcement comes ahead of an industry roundtable convened in partnership with AMPLIFY, bringing together key voices from construction, manufacturing, finance and planning. The session aims to:

  • Identify barriers to prefabrication adoption
  • Streamline regulatory frameworks
  • Mobilise the workforce to support advanced manufacturing methods

This aligns with broader state initiatives, such as Renewal SA’s modular housing pilot, which will display six prefabricated homes in metropolitan Adelaide before relocating them to regional towns under the Regional Key Worker Housing Scheme.

If successful, the pilot could unlock a long-term procurement pipeline for modular housing, creating opportunities for builders, manufacturers and trades ready to embrace innovation.



Public Support for Prefab is Growing

Research by AMPLIFY shows 73% of South Australians support the expansion of prefab housing—a clear signal that consumers are open to alternative construction methods, provided quality and affordability are guaranteed.

Nick Champion, Minister for Housing and Urban Development, added:

“Our Government will deliver more affordable, high-quality homes by embracing innovative, modern construction methods.”

Industry advocates agree. AMPLIFY Chair Paul Bassat called the move a “huge step in the right direction”, urging other states to follow suit by leveraging government procurement power to scale prefab housing nationwide.

The South Australian approach mirrors trends in other countries, where modular and off-site construction has been successfully deployed to combat housing shortages. For Australian builders, this pilot highlights:
