Australia’s construction industry is struggling to adapt to one of the most important shifts of the decade: the transition to a circular economy.
According to the Australia’s Waste[d] Opportunity 2025 report, our national economy is just 4.6 per cent circular. That means more than 95 per cent of the resources we extract, process, and use end up lost to landfill, incineration, or low-value downcycling. It is a system built on waste.
By contrast, the Netherlands — a nation of just 18 million people — is 24.5 per cent circular. And their goal is even more ambitious: to become fully circular by 2050.
The question is: what are they doing differently, and what can Australian builders take from their model?

Circularity isn’t just about recycling more. In fact, recycling is often the least circular option. True circularity means:

Right now, Australia’s construction sector generates 39 per cent of all national waste. That makes it the single biggest contributor. And most of that waste is avoidable.

1. Mandatory Material Passports
Major projects are required to include a digital materials passport — a live database of what materials are used, where they came from, and what they can become later. It creates a roadmap for future reuse and reduces unknowns during renovation or demolition.

From schools to social housing, many Dutch buildings are now designed to be taken apart, not just knocked down. Modular walls, screw-fixed structures, and recyclable flooring are standard inclusions.
3. Marketplace Ecosystems
Builders have access to open marketplaces for reused materials — such as Superuse Studios and Insert. These platforms link suppliers, demolition firms, and small builders who want to repurpose quality materials.
4. Circular Tendering
Public sector projects include criteria for circular design, reuse rates, and waste minimisation. It’s not just about price or speed. Builders win work by demonstrating how they’ll build less and use smarter.
5. Shared Language & National Strategy
Circularity in the Netherlands is supported by clear national goals, shared measurement frameworks, and aligned targets across local, state and federal government. Everyone is moving in the same direction.
Why This Matters for Australian Builders
While our policy framework is less advanced, the pressure is rising.
- Green Star will require material reporting from 2027
- Clients are asking more questions about waste, reuse, and environmental impact
- Councils are trialling circular targets for new developments, particularly in city-fringe areas
Builders who don’t adapt will find themselves behind the curve — not just environmentally, but commercially.

Set aside space at your yard or depot for storing reusable leftovers — bricks, timber lengths, fittings. It’s not junk. It’s stock. Build a system around it.
4. Work with Suppliers Who Share the Vision
Start asking for Environmental Product Declarations. Partner with manufacturers who offer take-back schemes. Use local suppliers who understand the value of keeping materials in play.
